CUSTODY TRANSFER METERING SYSTEM FOR OIL PRODUCTS FOR QUAYS NO. 1-6, LLC RN-NAKHODKA SEA TERMINAL

Facility characteristics

The Nakhodka oil terminal exports oil products from the refinery and serves as an oil products transshipment point for the internal market of the Russian Federation, for Magadan and Kamchatka Regions, as well as for Sakhalin island. It provides bunkering services with different kinds of fuel. The transshipment capacity of the terminal reaches up to 7.5 million tonnes of oil products per year.

Such oil products as diesel fuel, naphtha, motor gasoline, jet engine fuel TC-1, marine diesel oil are shipped from tank farms to tankers at the Nakhodka terminal.

Project description

The custody transfer metering system for oil products for quays No. 1-6 within the Nakhodka oil terminal consists of 38 process units and performs the following functions:

  • Automatic metering of volumetric flow rate, pressure and temperature of oil products in real time, calculation of weight for each kind of oil product;
  • Collection of an integrated sample in accordance with GOST 2517;
  • Check and monitoring of metrological characteristics at the place of operation, without disturbing the metering process;
  • Automated metering of process parameters, density of an oil product;
  • Display, registration and archiving of metering results.

Throughput capacity: 40 m³/h to 1,800 m³/h.
Maximum pressure: 1.6 MPa.

The custody transfer metering system for oil products is installed on export pipelines at quays No. 1, 2, 3, 4, 5. 10 mass flow meters are installed on export pipelines at quay No. 6. The scope of supply also included return pipelines with mass flow meters, which are also installed at quay No. 6.

In addition to the custody transfer metering system for oil products, the scope of supply included a power distribution system, a fixed calibration unit on the metering line of the jet engine fuel TC-1 export pipeline and a mobile calibration unit for metering lines on light hydrocarbons pipelines at quays No. 1-5.

The parameters of the custody transfer metering system for oil products are integrated in the information processing system. The information processing system is implemented with due regard to a possibility of gradual startup of metering equipment on each individual export pipeline. The startup and connection of the new equipment did lead to failures and distortions in the performance of the operating system.

A set of works for the project execution included: development of design and cost estimate documentation, fitting with equipment, manufacture, supply, supervision installation and commissioning activities, with the startup of the custody transfer metering system for oil products.
